Some changes found in the iOS 13 developer beta update that was released yesterday seem to suggest that users may be able to transfer data between two devices via a wired connection while setting up a new device or restoring from a backup.

Currently, iOS users can restore or setup a new device in two ways. One way is to install using a backup stored on a computer via iTunes or now Finder in macOS Catalina. The other way is using and iCloud backup or nearby device signed in to the same Apple ID.
