A new rumored from DigiTimes claims that the rumored 16-inch MacBook Pro will be available by the end of October. This new MacBook Pro would feature thinner bezels, Intel's Coffee Lake processors, and a scissor keyboard. But could we really see this decide this month?

This answer is extremely unlikely. While Apple has unveiled refreshes to their devices through Press Releases, they will likely not do such a thing for a major design change or update. Instead, they would hold an event to launch it at and with it being an off year, Apple is not expected to have an event this month.
Remember, Apple has 9 days before the end of the month and probably would not hold an event on Halloween, giving them 8. At most, that would allow a week's notice for press invitations and preventing many media sources from attending, which Apple would not want.
I think that Apple can still launch this machine this year, but it will have to be at an unusual event. It would also likely be alongside the modular Mac Pro that has been long awaited.
