The screenshot was originally found by iHelpBR which also points out that a similar screenshot was found last year ahead of the September 12 iPhone event having a September 12 date.
The September 10th date is not unlikely for the iPhone event based upon the dates of the previous events. Almost all iPhone events have been held on Tuesday. According to MacRumors, multiple sources have said that September 10 is the date.
Knowing the iPhone event date can lead us to say that iOS 13 will become available on September 18, with the new iPhones available on September 20 to buy in-stores.
